Steve Carter (he/him) has counseled employers on solutions to complex legal issues throughout his career, where he has played critical roles in building employee relations and Equal Employment Opportunity compliance functions in both the public and private sectors. Before joining ELS, Steve was an Associate Relations Investigator for Elevance Health, where he investigated charges of discrimination, harassment, and retaliation brought by the EEOC and various state-level enforcement agencies. He has also counseled staff, management, and human resources representatives on mitigating risk in employment concerns such as discipline, leave administration, accommodation requests, grievances, and wage and hour practices. Steven was an EEO Officer for the District of Columbia Office of the State Superintendent of Education for more than four years. In that role he advised employees at all levels on compliance with equal employment and civil rights laws, investigated EEO complaints, and mediated resolutions that mitigated risk to the agency and the District. Steven brings his extensive experience as an investigator, consultant, mediator, trainer, and advisor to his representation of ELS clients. In his spare time, Steve enjoys laughing with friends and family, running, and playing sports.
